Born in Houston, Texas in 1989, Casar, who resides in Austin, has a history of engaging public interest topics, particularly in the realm of public health and education.

On March 29, 2025, Casar brought attention to the growing measles outbreak in Texas, stating, "Over 300 Texans have gotten measles since January. So why would Trump and Musk cut funding for fighting infectious diseases? Because Donald Trump and Elon Musk want to give that money away in tax cuts for billionaires."

Continuing his critique, Casar addressed education issues on March 30, 2025, emphasizing the need to prioritize educational resources over financial breaks for the affluent. He tweeted, "Our children’s education is more important than tax cuts for billionaires. We must do everything we can to save the Department of Education."

Subsequently, on March 31, 2025, Casar criticized the dismissal of nuclear safety experts, suggesting it posed a significant public risk. He advocated for action against Elon Musk within the same tweet, stating, "Trump and Musk are firing nuclear safety experts. They’re willing to put us all at risk to pay for tax cuts for billionaires. Fire Elon Musk."
