HB 2217, authored by State Representative Trey Wharton of District 12, has passed both chambers of the Texas Legislature and is now awaiting Governor Greg Abbott’s signature. The bill proposes a statewide grant program to aid local law enforcement agencies in equipping their vehicles with bullet-resistant windshields, windows, and door panels.
The Governor’s Criminal Justice Division will be responsible for administering the program and setting eligibility guidelines for grants. This initiative aims to assist agencies with limited budgets in accessing this technology that enhances officer safety.
The bill draws inspiration from Operation Safe Shield, a nonprofit organization in the Brazos Valley that has already equipped over 140 patrol vehicles with ballistic protection. HB 2217 seeks to expand access to such equipment across Texas, providing broader protection for officers.
For many local departments, especially those in rural or underserved areas, outfitting patrol vehicles with bullet-resistant materials can be financially challenging. HB 2217 offers crucial funding support to address this issue and improve officer safety throughout the state.
Representative Wharton filed HB 2217 as his first legislative effort after assuming office. Senator Brent Hagenbuch sponsored the bill in the Senate and contributed significantly to its passage.
If signed by Governor Abbott, the legislation will become effective on September 1, 2025.
