On June 5, 2025, Castro commented on recent legislative developments in Texas regarding the in-state tuition program. He described the situation as “a choreographed surrender” after legislation aimed at dismantling the program was halted by the state legislature. He noted that despite this, “Trump’s DOJ steps in and goes against what the legislature did,” while Governor Abbott and Attorney General Paxton have opted not to defend a law enacted in 2001.
Later that day, Castro announced the launch of the 2025 Congressional App Challenge for middle and high school students in San Antonio.
