Born in Houston in 1989 and currently residing in Austin, he graduated from the University of Virginia with a BA in 2011.
On July 9, 2025, Congressman Casar expressed condolences over the loss of incoming University of Texas freshmen due to recent flooding. He stated that “Incoming UT freshmen died in this week’s flooding, and our whole community mourns their loss.” He also extended support to survivors and those affected by the tragedy.

He argued that it unfairly benefits wealthy individuals while harming those needing healthcare coverage. According to him, “Trump’s budget bill takes from the sick to give to the ultra-rich…17 million people could lose health care.”
